Rolle Wants Voters to Decide

Former Frederick County, Maryland state’s attorney Scott Rolle(R) is running for Frederick County Circuit Court Judge after failing to receive an appointment from Maryland Governor Martin O’Malley(D).
During my interview, neither one of us could remember a Judge being elected in Frederick County.  The last to try was former county commissioner John “Lennie” Thompson, who challenged and lost to Theresa Adams, who was appointed by Governor Robert Ehrlich(R).
Rolle explained to me the judicial nominating process and said he was one of eight who applied to the judicial nominating commission.  The commission consists of 13 members, 10 of whom are appointed by the governor and he believed the Maryland State Bar Association appoints the other 3 members.
Applicants fill out an extensive application and are also interviewed by the commission.  In this case 5 of the 8 names who submitted an application were forwarded to the Governor to interview and make a selection.
Governor Martin O’Malley(D) appointed Earl Bartgis(D) to District Court Judge and Danny O’Connor(D) to Circuit Court Judge in Frederick County. 
Rolle informed me 2 Republicans; Dino Flores and Rick Sandy were among the 5 names forwarded to the Governor and he felt both were extremely well qualified, adding “if either one had been appointed he would not have run”.
When I asked him “Should all Judges be elected?” he said the selection process was political and few Republicans have been appointed Judge by Governor O’Malley.  Rolle went on to say “there was a strong argument for both appointment and election, but allowing voters to decide is best in this case”.
I asked him “why he felt he was a better choice than O’Connor for Circuit Court Judge?” and Rolle responded with his lengthy trial experience.
Scott Rolle served three terms as Frederick County state’s attorney, an elected position, and told me he has a combined 27 years of experience in court trying cases.  Rolle added “along with my military experience, the lessons I learned have taught me respect for the rule of law”.
In response to my question “did he expect to receive the support from the local legal community?” he said he had received lots of thank you comments since filing.  However, Rolle said “I do not believe voters want to see lawyers deciding this election”.
Another question I asked was “if he intended, if elected, to use this position as a stepping stone to another elected position, pointing out his failed run against Representative Roscoe Bartlett in the 2002 Republican primary election”.
He told me his experience is better suited for the court room than legislative politics.  The term for a Judge is 15 years, which Rolle told me would make him 67 years old, which he believed would be the last step in his career.
As I concluded the interview, Scott Rolle reminded me the election of a Circuit Court Judge was a nonpartisan election and that both he and Judge Danny O’Connor will appear on the ballot without political affiliation noted on both the Republican and Democratic primary election ballot on June 24.
If, one candidate wins both primary elections there would be no general election.  Otherwise, the winner will be decided in the general election held on November 4.

Stuart Harvey, election director for Frederick County Board of Elections, in an email, clarified what will happen if one candidate should win both primaries "Even if one candidate for Circuit Court wins both primaries, their name will still appear on the General Election ballot, with a write-in box below it.  This is what happened in 2004 with Judge Adams and Commissioner Thompson.  Since she won both primaries that year, only her name appeared on the Nov. 2004 ballot."

Budget Battles Continue -
Republican House Speaker John Boehner wants 60 Billion in cuts for the remainder of this fiscal year and Senate Majority Leader Harry Reid says no way. This sets up the possibility of a government shut down if agreement can not be reached on a continuing resolution by March 4.

The annual budget deficit along with the national debt will be a major issue in the 2012 presidential election. The NY Times has a good read here.

Bartlett Claims Foul on F-35 Engine Denial -
the Maryland Republican Representative who also chairs the House Armed Services Tactical air and land forces subcommittee, says the pentagon lobbied to kill funding for the F-35 engine.

He has sent a letter to Defense Secretary Robert Gates with his allegations of improper action by the pentagon.

The House voted to kill funding for the program last week. TheHill.com has more here.

O'Malley Speaks to Virginia Democrats -
in his first address as chair of the Democratic Governors Association. He spoke at the annual Virginia Jefferson/Jackson Dinner. The Maryland Governor stuck to the themes being promoted by President Obama of education and infrastructure. The Baltimore Sun has more here.

Next week, Democratic Governors will be meeting with President Obama. One item to be discussed is money - states are broke and will plead for money from the federal government. Unfortunately, the federal government is facing the same situation.

U.S. Position on Israeli Settlements Unclear -
yesterday, opposite statements and actions were taken by the United States.

First, the U.S. vetoed a UN resolution declaring the Israeli settlements illegal and then U.S. Secretary of State Hillary Clinton stated the settlements were illegitimate and called for a two state solution with Palestine. ABC News has more here.

Hillary Clinton Large Campaign Donors Under Scrutiny -
several of the large "campaign finance bundlers" of the 2008 Clinton presidential campaign have been indicted under charges they violated campaign finance laws.

Neither the Clinton campaign or her advisers have been found to have been involved and any improperly received money has been returned. The Washington Post has more here.

Apportionment Released By Census Bureau

The population in the U.S. grew 9.7% since 2000 and now stands just under 309 million. For those who want to know how this impacts the numbers of House seats per state, a total of 18 states will experience a change by the 2012 election. The Census Bureau has more here.

Most of these states either lost or gained one representative in Congress. At first blush, it appears Republicans will gain as Texas gained 4 seats and Florida gained 2. While New York and Ohio lost 2 seats.

The other states to gain one seat are Nevada, Utah, Arizona, Georgia, S. Carolina and Washington.

The states who lost one seat are Illinois, Iowa, Louisiana, Massachusetts, Mississippi, Michigan, New Jersey and Pennsylvania.

Governors and state legislatures will now go about redistricting their states, a process that takes place every ten years. The Census Bureau also has a interactive map so you can see the change in your state. You can see it here.

Maryland did not have a change and will continue to have 8 Representatives, six of which are Democrats. In Maryland an effort is anticipated by Democratic Governor Martin O'Malley and a dominated Democratic General Assembly to provide additional Democratic voters to district 1. Democrats were able to win this seat in 2008 with Frank Kratovil, only to have it be taken back by Republican Andy Harris in the recent mid term elections.

Additional tweaking of state districts by Maryland is expected, but it remains doubtful heavily Republican oriented district 6 will be able to expect the benefit of additional Democratic voters. Look to see former Maryland Secretary of State John Willis to be involved in the process as he chaired the last effort in this regard and is extremely knowledgeable of the process.

Republicans, after the mid terms have 29 Governors and Democrats 20. There is also I Independent.

O'Malley was also recently appointed chair of the Democratic Governors Association and redistricting will be a major focus for him over the next two years.

For political wonks, the next two years of maneuvering by state governors and their legislatures, is a must follow, as it will directly impact the 2012 elections.

Ehrlich Closes on O'Malley in Maryland Governor Race

The last reported poll on the race for Governor in Maryland was a month ago when the Washington Post showed Democrat incumbent Governor Martin O'Malley with a 11 point lead over former Republican Governor Robert Ehrlich.

Since then, the two have participated in two televised debates and both campaigns have saturated the airwaves with ads critical of the other; especially in the area of taxation and government spending.

A Maryland polling company Gonzales Research and Marketing Strategies now has it at a 5 point lead for O'Malley; 47% - 42%. 6% are still undecided and 4% of the voters say they will vote for a third party.

This poll was conducted from October 11-16 which was the week the televised debates were held. The margin of error is 3.5%

Obama makes four recess appointments -
a move made while Congress was on vacation. All four under level positions had been blocked by Republicans. Reuters.com has more here.

Many of the mid level administrative positions in government agencies are by presidential appointment, leading to the question as to why? Instead, they should be merit based and the thousands of these brown bag appointments discontinued.

Today, Vice President Joe Biden will address the DNC
- at their meeting in St. Louis at the Marriott Hotel. He will be rallying the troops prior to the mid term elections. Israel-Palestine Peace Talks To Resume -
Secretary of State Hillary Clinton is expected to make the announcement today. Both Israel prime minister Benjamin Netanyahu and Palestine Authority President Mahmoud Abbas are expected to arrive in Washington September 2 to begin the direct talks. The NY Times has more here.

Border issues, the status of Jerusalem, the return of Palestinian refugees, and the security of Israel are some of the many issues to be discussed. U.S. Middle East Envoy George Mitchell has been the go between in the so-called "Proximity talks" between the two leaders and it was his efforts which led to the announcement of the direct talks.

O'Malley-Ehrlich tied in Maryland Governor race
- In a rematch of the close 2006 election won by Democrat Martin O'Malley. The latest Rasmussen poll has it O'Malley with 45% and Republican former governor Robert Ehrlich at 44%. Only 3% prefer another candidate and 8% remain undecided. Rasmussen.com has more here.

This poll reflects the uneasiness of voters today as registered Democrats in the state outnumber Republicans 2-1. The Independent voters unaffiliated with a political party may well determine the outcome of this race.

While the state has been spared the the nationwide 9.5% unemployment rate (Md. is at 7%), O'Malley has been hurt with the sloppy and ineffective roll out of slots which were suppose to help raise revenue for the state. Increased scrutiny of the less than effective Maryland Department of Business and Economic Development will also surely come as the campaign heats up.

However, Ehrlich has yet to detail any specifics on his proposals to help business and economic growth. Yesterday, he refused to acknowledge Maryland Democratic Party communications director Issac Salazar who had attended a Ehrlich event and tried to ask a question. The Baltimore Sun reported Salazar was trying to point out that it was during the Ehrlich administration that the fees for personal property returns required annually by small businesses, increased from $100 to $300. Obama criticizes Republicans for blocking aid to small business -
he wants the senate to take up the proposal again when they reconvene. The bill which would increase lending to small business and reduce their taxes was unable to break a Republican filibuster - the vote was 58-42. TheHill.com has more here.

Unemployment which stands at 9.5% across the country, appears ready to jump as the summer is coming to an end and the mid term elections near - a difficult scenario for Democrats.

O'Malley Visits Frederick - Talks Jobs

Maryland Democratic Governor Martin O'Malley will combine campaigning with raising money as he spends the greater part of the day in Frederick County, Maryland today.

He begins his visit by attending a Frederick County Chamber of Commerce luncheon meeting at the Ceresville Mansion. As part of a "Jobs Across Maryland" Tour, the Governor will speak about efforts to create and save jobs. You can read the text of Governor O'Malley's prepared remarks here.

Afterward, the Governor will tour Thermo-Fisher Scientific which is the world's largest Biorepository facility in the world. Over 200 million biological specimens used for disease research and drug development are stored in this facility. The company employs over 250 people in facilities across the state.

O'Malley will also attend two fundraisers held at Restaurants located in the City of Frederick Historic District. The first, a high end ticket fundraiser from 6:00 - 8:00 PM at Volt Restaurant and then beginning at 8:00 PM, a low dollar event at Patrick's Irish Restaurant.

Prior to attending the fundraisers, the Governor will meet with the Editorial Board of the Frederick News Post.

Due to efforts by the O'Malley administration such as the $5,000 tax credit to businesses that provide full time employment for an unemployed individual, the unemployment rate in Maryland has fared much better than the nationwide rate of 9.5%.

Maryland's current unemployment rate is 7%. Frederick County's unemployment rate as of the end of July was even lower at 6.5%.

While the overall unemployment numbers in Maryland compare favorably to other states across the country, some counties within Maryland have experienced higher unemployment rates, than the rest of the state with Washington County falling between 10-12%.

When looking at the end of June 2010 unemployment figures by county in Maryland, you can see pockets where unemployment is similar to what Washington county is experiencing. Somerset, Cecil and Dorchester counties are also at 10% and Baltimore City is at 11%.

After the September 14 primary election, O'Malley is expected to face former Republican Governor Robert Ehrlich in a rematch of the 2006 election won by O'Malley.

Brian Murphy, another Republican candidate for Governor, recently received the endorsement of former Alaska Governor Sarah Palin. Yesterday, the Murphy campaign announced they would be conducting a statewide tour with Frederick County Sheriff Chuck Jenkins to discuss illegal immigration.

Their first meeting, open to the public, will be held Thursday August 19 at 7:00 PM at the American Legion in Frederick.

In spite of the endorsement of Sarah Palin and the help of Frederick County Sheriff Chuck Jenkins, Ehrlich is expected to win the Republican primary.

The first Public Policy Polling survey released on July 13 showed Governor Martin O'Malley leading Ehrlich 45-42%.

In the finance reports just filed by both candidates, each reported raising 3 million over the last quarter. However, in the all important cash on hand figure, O'Malley has a huge advantage with 6.7 million compared to 2.1 million for the Ehrlich campaign.

This contest for Governor promises to remain close with the vote in Baltimore County being pivotal.

Continuing to move forward or going Backward is the Mid Term Election Theme - President Obama has now coined a phrase first used by the Maryland Governor Martin O'Malley (D) campaign in their reelection battle against former Republican Governor Robert Ehrlich. In his speech last Friday, the president asked "when you want the car to move forward you put it in "D" and if you want the car to move backwards, you put it in "R".

A well stated phrase I also heard from Maryland Democratic Party chair Susan Turnbull when I interviewed her on "All Things Political with George Wenschhof" on 6-21-2010. She was speaking of the differences between O'Malley and Ehrlich and how it did not make sense to go backwards by reelecting Ehrlich. I guess the president also using the phrase is a form of flattery - it also happens to be an excellent description of the differences in political party philosophies.

Yesterday, on NBC "Meet The Press" Republican Minority Leader John Boehner (R-Ohio) and Representative Mike Pence (R-Ind.) showed their inability to actually propose any new programs or answer questions pertaining to the irresponsible tax cuts for the wealthy under the former George W. Bush administration. You can read more here.

Neither were able to explain how they would pay for allowing those tax cuts for the wealthy to continue. Nor, were they able to actually propose any new Republican program to help in any of the the issues facing Americans today. Boehner did make some faint promise that Republicans would be unveiling their ideas after Labor Day.

Boehner also said he was willing to consider amending the 14th amendment which states children born of immigrants living in the U.S. are citizens. An amendment which has no chance of passing.

Wonder where their ideas of been to date? Instead of being the "Party of No" since the election of Obama, they could have been engaging with Democrats in Congress to help Americans across the country.

Same Sex Marriage Legal Process Continues in California - the federal judge who struck down the ban last week also issued a stay on his ruling. Today, Judge Vaughn Walker will hear arguments from both sides in regard to lifting that ban. The decision is being appealed and will be heard by either an appeals court or the Supreme Court. This morning, President Obama will hold a press conference in the White House Rose Garden -
back from a quick vacation to Bar Harbor, Maine, the president will again call on Congress to pass an extension for unemployment benefits.

Republicans have repeatedly blocked passage with the use of the filibuster, but vote number 60 will be sworn in tomorrow - Carte Goodwin (D-W.Va.).

Vice President Joe Biden lends his support to Maryland Governor Martin O'Malley
- when he attends a fundraising event in Baltimore today.

Incumbent Democratic Governor O'Malley is facing a tough reelection campaign against former one term Republican Governor Robert Ehrlich.

Recently, President Obama sent an email blast to Maryland supporters urging their support for O'Malley.

Passage of Campaign Finance Disclosure Act doubtful -
this was proposed in response to the narrow 5-4 "Citizens United" Supreme Court decision which opened the floodgates for corporate donations to political campaigns.

The House narrowly passed the bill after exempting the NRA, Sierra Club, and other groups. The two Republican senators from Maine; Susan Collins and Olympia Snowe are like warm in support and Scott Brown (R-Mass.) has said no. This makes passage in the Senate a very slim possibility.

Tea Party Caucus of One formed in House -
Minnesota's far right wing nut; Representative Michele Bachman (R) has formed a Tea Party Caucus in the House, where she is the only member.

The "McCarthy" like Representative has made calls for investigation of members of Congress for un-American activity and has called the Obama administration a "gangster government".

Let's hope the voters of Minnesota wake up and vote her out this fall.

Today, President Barack Obama will meet with Palestinian President Mahmoud Abbas at the White House -
The Washington Post has more here.

Middle East Envoy George Mitchell has been the intermediary in the "proximity talks" between Israel and Palestine. His job has been made more difficult by the announcement by Israel of new building permits in the disputed West Bank and Israel's recent seizures of humanitarian aid ships bound for the Gaza Strip.

Perhaps Obama can broker a UN inspection process for humanitarian aid ships bound for Gaza that is acceptable to Israel.

Federal Reserve Chair Ben Bernanke to appear at House Budget Committee today -
this morning, investors will be listening to the testimony by Bernanke and the stock market will respond. Bernanke is expected to say that growth will remain weak but steady and that there is little danger of slipping backward into another recession. Blagojevich Trial Underway -
opening statements were given by the government and the lawyer for the former Illinois Governor. The government prosecutors presenting a detailed time line of abuse which they say began soon after his election. The defense argued Blagojevich was a "C" student who surrounded himself with people he should not have, countered the prosecutors as to Blagojeich's intent and said he was broke today. Stay tuned... Maryland Republican candidate for Governor Bob Ehrlich says he wants to make the state "open for business" -
promises of reducing corporate and small business tax rates and the creation of commissions to study the current corporate income tax and unemployment benefit system were highlights of his speeches at campaign stops on Monday.

Democratic Governor Martin O'Malley's campaign countered with questioning why Ehrlich hadn't done those things when he was in office. Meanwhile, Maryland's unemployment rate of 7.5% remains among the lowest of any state in the nation. The Baltimore Sun has more here.

Interestingly, it was Ehrlich's pledge to offer commissions to state Department of Business and Economic Development top-level employees who brought corporations to the state that caught my attention. This type of incentive could easily lead to the careless action which was prevalent on Wall Street that lead the country into the severe economic recession which is still being felt today.

Ehrlich to Run for Governor of Maryland

After months of speculation,
ABC 7 News is reporting Republican Robert Ehrlich will run for Governor to reclaim the seat he lost four years ago. According to sources, the announcement will be in Rockville, Maryland on April 7, followed by an event in Arbutus; his childhood home.

For the last several months, the
Maryland Democratic Party has been lobbing shells at an expected Ehrlich campaign, including the airing of the video below. in addition, the Maryland Democratic Party has set up a website BobEhrlich.org which is sure to confuse some voters as it is an anti-Ehrlich website.



Maryland Democratic Governor Martin O'Malley defeated incumbent Governor Ehrlich in the 2006 election. Interestingly, it was voting results from Baltimore County in 2002 that helped Ehrlich defeat the Democratic candidate in 2002; Kathleen Kennedy Townsend.


I worked on that campaign in 2002 and arranged the western Maryland announcement event in Frederick, Maryland of her Lt. Governor selection; Admiral Charles R. Larson. A choice, I and many others disagreed, preferring instead an established African-American state politician.


The campaign was also top heavy managed by Alan H. Fleischman who advocated muzzling Ms. Townsend as her speaking skills were not so dynamic. I disagreed and found her to be articulate with a genuine concern about the issues in my conversations with her.


Her campaign was also very heavy handed when it came to discouraging other Democrats from entering the race. Some speculate it was the handling of then Baltimore County Executive Dutch Ruppensberger (D) - who had entertained thoughts of running for Governor - that resulted in the vote count for Ehrich from Baltimore County which contributed to his narrow 51% - 48% victory in the Governor's race in 2002. He is now Representative Ruppensberger in Maryland district 2.


Maryland Governor Martin O'Malley, on the other hand has an excellent campaign organization, believes in an entire state campaign strategy and his Lt. Governor; Anthony Brown is well liked across the state. He narrowed the margins of vote loss in congressional districts one and six and won Baltimore County when he beat Ehrlich in the 2006 election. Look to see Ehrich attack based on the horrible world wide economy, the O'Malley administration efforts to balance the budget and the less than satisfactory roll out of slots in Maryland.

Governor O'Malley Endorses Judd

I just received a press release with Maryland Governor Martin O'Malley expressing his support for Jason Judd for mayor of The City of Frederick. This should hardly come as a surprise as the Governor is a strong supporter of Democrats.

Back in the 2001 city election, I requested O'Malley to headline a campaign rally days prior to the general election in support of Democrat Jennifer Dougherty for Mayor and the Democratic slate of aldermen.

He gladly accepted and attended the event held at Whitaker at Hood College along with his Father-in-Law; Attorney General Joe Curren. I had also managed to have O'Malley's March" or perhaps it was called "The March" by then to play at the rally. Martin was mayor of The City of Baltimore at that time, but it was obvious by his appeal to everyone in attendance, he had future political opportunities ahead of him. He joined his former band and played guitar and sang for what seemed like an hour, highlighting a successful campaign rally.

Dougherty would go on to win that 2001 election and three Democrats were elected as Aldermen.

This weekend, Frederick County Young Democrats joined by volunteers will be dropping off leaflets of The City of Frederick Democratic ticket. It is similar to what we produced back in 2001 including a photo and a short platform description so look forward to receiving over the weekend.
