Absentee Vote to Determine Rangel Race - Tuesday night, Representative Charles Rangel declared victory and Democratic challenger Espaillat conceded.  Since then, the New York City Board of Election has the unofficial tally of all of the precincts showing Rangel with a lead of only 802 votes.  Absentee ballots will be counted Thursday.  You can read more here.
