Overall, a solid speech which continued the theme of "moving forward" and "winning the future" set in the state of the union address given by President Obama.
The Governor spoke of the tough choices that come with balancing the budget with a 1.4 Billion gap between expenditures and revenues. Merging various state agencies have helped but there was still the need to fix and save the state's pension program.
He highlighted the importance of education and job creation in Maryland, again borrowing from the president's speech using the phrase "innovation through education.
New programs proposed were "Invest Maryland" which would create a 100 million venture capital fund, "Maryland Made Easy" designed to streamline business licensing and permitting, and the "Maryland Offshore Wind Energy Act" to create more renewable energy in the state.
A proposal to ban the use of septic systems in all major housing developments will certainly receive opposition from rural communities across the state and will not pass the general assembly in it's current form.
