Maryland Race for Governor Remains Fluid

In the solid blue state of Maryland, there is no clear leader in the race to succeed term limited Democratic Governor Martin O’Malley. With the candidate filing deadline of February 25 rapidly approaching, there remains talk of more candidates who may file for Governor.
Maryland 6th district Democratic freshman congressman John Delaney is the latest to consider running in a race where no clear leader has emerged.
Five Democrats, two Republicans and one Libertarian have filed for Governor with Republican Larry Hogan announcing recently he is running for the office.
Among the Democrats running; Lt. Governor Anthony Brown, state Attorney General Doug Gansler and state delegate Heather Mizeur are the main contenders battling for the party nomination resulting from the June 24 primary.
Adding intrigue in the race is the possibility of voters electing the first African American governor or woman and openly gay governor with Anthony Brown and Heather Mizeur on the ballot.
Larry Hogan, a former cabinet member of the last Republican Governor Robert Ehrlich and leader of the political organization Change Maryland, has quickly risen to the top among the Republican candidates and is the favorite to win the Republican primary.
The traditional early jockeying for statewide support by the leading Democratic candidates has included the naming of Lt. Governor Candidates, political endorsements and the boasting of fundraising prowess.
The Brown campaign moved quickly to announce Howard County executive as his running mate, removing a potential rival from the race and adding to his campaign coffers.  The Gansler campaign, hampered by three changes in campaign manager, countered with naming Jolene Ivey, an African American from Prince Georges County, one of the top four counties a candidate must win in a statewide election.  The Mizeur campaign followed by announcing Prince Georges pastor Delman Coates as her running mate.
So far, Democratic candidate campaign sniping at each other has dominated the news. Leading some Democrats to worry this could result in a similar outcome as the 2002 election when Republican Robert Ehrlich upset Democrat and Lt. Governor Kathleen Kennedy Townsend.
The Gansler campaign came under fire early on from presumably the Brown campaign or ones sympathetic, with leaks surrounding statements from Gansler about the Brown campaign using the race card, state trooper gate and photos of Gansler at a party where underage youth were consuming alcohol.
The less than stellar rollout of the state health care exchange for the Affordable Care Act has brought criticism to Lt. Governor Anthony Brown who was tasked by Governor Martin O’Malley to implement the program in the state.
This criticism, that questions his management ability, has severely impacted the Brown campaign that came out of the gate strong as the heir apparent to O’Malley. The Brown campaign focused on announcing the elected official endorsements they had received from O’Malley and many other elected officials in the state, including powerful state senate president Thomas “Mike” Miller and Representative Steny Hoyer.
Meanwhile, state delegate Heather Mizeur, who was considered a long shot to win the Democratic nomination, has mounted a strong grassroots effort appealing to progressives across the state.  Mizeur, who supports legalizing marijuana, recently announced the endorsement from the NORML political action committee. She also has received the endorsement from women's group Emily's List.  
January 8 campaign fundraising reports show the all important cash on hand to be: Brown - $7.1 Million, Gansler - $6.3 Million and Mizeur - $750,000.  The Brown campaign was aided by the $2.1 Million Ken Ulman, who had also considered a run for governor, had on hand.
Democratic representative John Delaney is a multi millionaire who spent millions of his own money in winning the 6th district race in 2012, where he upset the anointed Democratic candidate state senator Rob Garagiola. Delaney went on to dislodge Republican Roscoe Bartlett who had served for twenty years.  His victory was aided by gerrymandering of the district by the strong Democratic leaning state legislature.
Interestingly, the campaign manager of the Brown campaign is Justin Schall, who managed Delaney’s successful 2012 congressional campaign.   
Republican Larry Hogan, who just announced his candidacy, is expected to be aided by funds from his political organization Change Maryland.  The real estate broker has said his campaign will focus on the economy.
During an interview with Maryland Comptroller Peter Franchot (D) last week, I asked him if he had second thoughts about not entering the race for Governor. Franchot, who has not endorsed a candidate for governor, told me “I love my job as Comptroller and look forward to serving another term”.
The recent news Larry Hogan will be running and Delaney is considering a run, clearly shows the fluidity of the race for Governor of Maryland.
Lost in the jockeying and sniping to date by some candidate campaigns has been a solid debate on the issues. 
Let’s hope from this point on, all of the candidates for Governor of Maryland focus on their position on the issues important to voters.

Sale of Montevue/Citizens Delayed

On Wednesday, with a 3-0 vote, the Maryland state Board of Public Works voted to delay the sale by Frederick County government of the Citizens Care and Rehabilitation Center and Montevue Assisted Care facilities.

Maryland Comptroller communications director Andrew Friedson shared with me "Comptroller Franchot has consistently raised concerns with the Board of Public Works voting on contracts that are the subject of active litigation. In the interest of due process, he moved to table a vote on the sale of Citizens Care and Rehabilitation Center and was pleased to have the unanimous support of the governor and treasurer."

A sizable number of Frederick county citizens who opposed the sale attended the hearing.  Local activist Val Dale, who is one of many who have advocated against the sale of the facilities, posted on her “Stand Up Frederick” Facebook page “I am SO proud of the community we live in…today, the residents and staff of Citizens/Montevue can breathe a bit easier because WE WON the request to delay the sale of this treasured set of facilities that is part of our long storied history!”
Local attorney Leslie Powell, who is representing clients who have filed suit to stop the sale of the facilities, attended the board of public works meeting yesterday.  She sent me an email saying “the board of public works made a reasoned and wise decision.”  She added “we are very pleased.”

Interestingly, Republican Frederick Board of County Commissioners president Blaine Young went with a check for $200,000 to reimburse the state for a loan used, in part, for the construction of the brand new facilities. The loan repayment was not included in the original contract of sale.

An online poll by The Frederick News Post today currently shows 75% believe Frederick County should delay the sale of Citizens/Montevue.

Michelle Excels First Night of Democratic Convention

A great first night at the Democratic Convention in Charlotte, North Carolina.  The video tributes to the late Senator Edward Kennedy and former President Jimmy Carter were moving.  The piece on Ted Kennedy reminded viewers of his long struggle to secure health care for all, his support for Barrack Obama in 2008 and his uplifting and emotional appearance at the 2008 Democratic Convention, after unsuccessful surgery to remove a malignant brain tumor.

NARAL President Nancy Keenan, HHS Secretary Kathleen Sebelius and Lily Ledbetter, with her tough georgian accent kept the spotlight on the damage a Romney-Ryan White House would do to women's rights.

Chicago Mayor Rahm Emanuel, Massachusetts Governor Deval Patrick, Maryland Governor Martin O'Malley and San Antonio Mayor Julian Castro kept the entusiasm level high and the focus on four more years, prior to First Lady Michelle Obama's turn at the podium.

She did not disappoint, electrifying the audience and the millions watching at home.

Former President Bill Clinton is up next in prime time tomorrow.

Unlike Mitt Romney, who received no bounce in the polls following the Republican Convention, look to see President Obama receive a bounce after the convention ends on Thursday.

Then, it is on to the one on one debates.

Hecht Supports Rosapepe Bid For Maryland Comptroller

Former Frederick Democratic state delegate Sue Hecht is inviting friends to attend a meet and greet fundraiser for state senator Jim Rosapepe (D), who is considering a run for state comptroller in 2014.
 
The event will be held Thursday August 23 at a private home in The City of Frederick, Maryland on Thursday from 12:00 PM to 1:30 PM ET.
 
Maryland Comptroller Peter Franchot (D) is among a handful of Democrats seriously considering a run for Governor in 2014.  Maryland Governor Martin O’Malley (D), who is term limited, is rumored to have his eyes set on a White House bid in 2016.
 
In the email to Hecht supporters, Rosapepe says he is exploring a race for Maryland comptroller, if his friend Peter Franchot runs for Governor.
 
The email cited Rosapepe as a Maryland fiscal leader who vice chaired the Ways and Means Committee while a member of the House and has served as chair of the Joint Audit and Technology Committee as a member of the state senate.
 
Interestingly, Frederick state delegate Galen Clagett, has made it known he is not running for another term and is considering a run for state comptroller, also citing Franchot as a friend and saying he would run only if Franchot declared a run for Governor.
 
House Majority Leader Kumar Barve, a Democrat from Montgomery County is another who has said he will run for Comptroller if Franchot declares a bid for Governor.
 
The support of Sue Hecht for Jim Rosapepe illustrates, what has long been known in local Democratic circles, fellow Democrats Sue Hecht and Galen Clagett have not seen eye to eye on many issues.
 
Additional Democrats seriously considering a run for Governor include Lt. Governor Anthony Brown who has O’Malley’s support, Attorney General Doug Gansler and Howard county executive Ken Ulman.

Stem Cell Research Banned by Judge's ruling -
in a ruling yesterday, U.S. District Court Judge Royce Lamberth issued a temporary ban on federal funding of stem cell research. Politico.com has more here.

In effect, it says the executive order expanding federal funding for research on embryonic stem cells signed by President Obama last year violates the intent of the Dickey-Wicker amendment approved by Congress in 1996.

Expect the government to appeal to a higher court.

This decision could easily be ratcheted up and made a campaign issue in the upcoming mid term elections.

Today, Vice President Joe Biden will give an update on the "787 billion Stimulus" bill -
he will be joined by Energy Secretary Steve Chu and will talk about investments in science and technology. Politico.com has more here.

The Obama administration attempted to highlight the success of the bill with planned announcements across the country entitled "Recovery Summer". Unfortunately, the planned effort to highlight the successes of the bill has fallen flat as unemployment has remained steady at 9.5%.

In addition to the lack of a jobs program, the Stimulus bill was so varied and diverse, the resulting effects of reduced spending on a particular area of the economy has had little positive outcome.

House Minority Leader John Boehner (R-Ohio) to call for Firing of Obama's Economic Team -
Budget Director Peter Orzag already saw the handwriting on the wall and left as has Christina Romer.

Boehner, citing continued high unemployment, will call for the ouster of Treasury Secretary Tim Geithner and White House Economic Adviser Larry Summers today at a speech in Cleveland, Ohio. The Washington Post has more here.

Democrats are already responding to the planned speech saying the Republicans will continue to criticize but offer no solutions. TheHill.com has more here.

The main reason Democrats remain competitive going into the mid term elections is the fact the Republican leadership of Senate Majority leader Mitch McConnell (R-Ky.) and House Minority leader John Boehner is so weak and ineffective.

O'Malley widens lead against Ehrlich in latest poll -
in a OpinionWorks survey released today by Center Maryland Maryland Democratic Governor Martin O'Malley leads former Governor Robert Ehrlich 47% to 41%.

In the Republican primary newcomer Brian Murphy, in spite of an endorsement from Sarah Palin, is only receiving 15% with Ehrlich receiving 75%.

However, the Baltimore Sun points out that many of the owners of the company conducting the polling have contributed to Democrats. In addition, two of the founding members; Steve Kearney was former communications director for O'Malley and Damian O'Doherty was a former aide to Baltimore County Executive James Smith. Shirley Sherrod to Meet with Agriculture Secretary Tom Vilsack today -
Ms. Sherrod was forced to resign after portions of a speech racist she had previously given which made her appear racist appeared on a conservative Blog. Subsequent airings of the entire speech proved the opposite. MSNBC.com has more here.

Let's see what job she is offered and whether she accepts.

Former President Jimmy Carter heads to North Korea to help win release of American -
Aijalon Mahli Gomes was recently sentenced to 8 years of hard labor for illegally entering the country.

Former President Bill Clinton was successful, less than a year ago, in gaining the release of two women journalists who had been jailed for illegal entry into N. Korea.
