Obama To Give Budget Talks Update -
11:00 AM is the scheduled press conference. It will be a White House press with the opportunity for questions. There is certainly plenty to talk about as no clear solution to the budget impasse is presently in sight.

Minnesota Reaches Budget Agreement -
in a scenario similar to what is playing out in Washington, Democratic Governor Mark Dayton has wanted to raise taxes on millionaires to help balance the 1.4 billion shortfall in the 35 billion state budget. The government has been shut down for two weeks affecting 22,000 employees and closing state parks.

Agreement was reached by using accounting gimmicks to find revenue sources for the 1.4 billion. The NY Times has more here.

Clinton in Turkey Holding Talks on Libya with NATO -
while, the stalemate continues in Libya with rebels holding portions of the country and Gaddafi maintaining control of Tripoli, signs are increasing Gaddafi is preparing to exit. The BBC has more here.

Reuters is reporting NATO, U.S. and Arab countries have agreed to recognize the Libyan rebel Transitional National Council as the legitimate government of Libya. More here.

Secretary of State Hillary Clinton also confirmed, in an interview with the BBC, she will be retiring following the election next year. The constant travel has taken it's toil on her, she says.

California Governor Jerry Brown Signs Bill Requiring Schools to Teach Gay History -
in the first of it's kind in the nation, the bill would require require public schools in the state to teach students about the contributions of lesbian, gay, bisexual and transgender Americans. CNN.com has more here.
